Learning objectives
After successfully completing this elective, the student can:
- Understand the different phases of lifecycle HTA;
- Analyse different HTA methods applied within lifecycle HTA;
- Critically evaluate the broader policy context (national and European) in which HTA is applied.
Sub-learning objectives
After successfully completing this elective, the student can:
- Describe the role and necessity of HTA from the perspective of various stakeholders
- Explain reasons for national differences in reimbursement structures including HTA
- Distinguish and name types of methods applied within HTA
- Indicate which types of costs and effect measures should be included in an economic analysis and how they should be measured and valued
- Describe the different types of uncertainty that play a role in HTA
- Explain if and how these types of uncertainty are dealt with in HTA
- Argue whether the evidence for a medicine’s relative and cost-effectiveness is sufficient for HTA
- Indicate and describe opportunities and barriers for additional evidence generation for HTA purposes
- Reason about the downstream effects interaction between the regulatory system and HTA as well as between HTA and payer organisations
Content
The Netherlands, as many other European countries and countries around the world, are struggling to provide access to new innovative treatments due to limited public funds. What to prioritize in the pharmaceutical sector has been a hot topic in national elections all over Europe and globally. The most common policy approach to set these priorities is called health technology assessment (HTA) which is applied all over Europe but also by other countries such as the United Kingdom, Canada, Australia and New Zealand. Many new developments in HTA are happening at European level but also globally, which have a major impact on national policy decision-making. Hence, students who will be working in the health care sector – as pharmacists in the community or in the hospital, as experts in the pharmaceutical industry or in the public sector - will be confronted with questions about the reimbursement of pharmaceuticals. How are national decisions on HTA being made? Who is involved in the process? Which evidence is used to take these decisions? And how can we improve this process? To give a concrete example, hospital pharmacists are often involved in the Drug Formulary Committee of their hospital in which they have to decide on appropriate prescribing taking elements of HTA in to account. On the other hand, community pharmacists are daily confronted with questions by clients who need to understand their out-of-pocket payments or on the availability of a generic versus an originator product. Hence, it is up most important for pharmacy students to understand the broader health care system and specially the processes of reimbursement. This course will provide answers to all these questions and give an overview of many more hot topics in this field.
